Philip Mudd joined the Central Intelligence Agency in 1985 as an analyst specializing in South Asia and, later, the Middle East. In 1992, he began working in the CIA’s Counterterrorist Center and then served on the National Intelligence Council as the Deputy National Intelligence Officer for the Near East and South Asia. He managed Iraq analysis at the CIA from 1999-2001.
Mudd began a policy assignment at the White House in early 2001, serving as the Director for Gulf Affairs on the White House National Security Council. After the September 11 terrorist attacks, he was assigned to a small diplomatic team that helped piece together a new government for Afghanistan. In 2002, he became second-in-charge of counterterrorism analysis in the CIA’s Counterterrorist Center. He was promoted to Deputy Director in 2003. When the Federal Bureau of Investigation established a National Security Branch in 2005, FBI Director Mueller appointed Mudd the first deputy director. He later became the FBI’s Senior Intelligence Adviser.
Mudd resigned from government service in March 2010, but not before receiving numerous CIA awards and commendations, including the Director’s Award, the George H.W. Bush Award for Excellence in Counterterrorism, the CIA’s Distinguished Intelligence Medal, and the first William Langer Award for Excellence in Analysis.
During his assignments at the CIA and FBI, Mudd commented about terrorism in open and closed Congressional testimony. He has been a featured expert by major news organizations around the world.
Mudd is president of Mudd Management, a company specializing in security consulting; analytic training; and public speaking about security issues. He also serves as Senior Global Adviser to Oxford Analytica, a British-based firm specializing in advising multinational companies.
He graduated cum laude from Villanova University with a B.A. in English Literature and later earned his M.A. in English Literature from the University of Virginia.
